Strategic Investments & Evaluation Committee The Strategic Investments and Evaluation Committee (SIC) is responsible for guiding workforce investments, aligning workforce funds, and to oversee and approve funding allocations for the Rhode Island Job Development Fund (JDF). The Committee’s primary role is to ensure that investments are demand-driven; meet the talent-pipeline and hiring needs of business and industry to create economic competition and growth; and create employment opportunities for Rhode Island workers to earn a living wage.
